C++ interface for postgres to treat data as a stream

This is a C++ interface to retrieve, insert and update as a stream. The pqstream interface acts like the insertion and extraction operators to insert and extract data. The application does not need to create specific function calls to handle this.

Additional features are it can read from file into the database and vice versa.
