Two things to worry about - if I zoom all the way out, there's more than 200k maps to download. I wouldn't want that done automatically. Also, when you pan around in the map, if it starts downloading some maps, and you pan a bit further, it needs to know not to re-download the overlapping maps. Does that make sense? I guess ideally, the autodownload would be a checkbox that would be easy to turn on/off, like a layer, and it would be both interruptable (if it tried to download too much, perhaps), and non-blocking (unlike viewing with maps turned on).
