I have had an opportunity to do some packet captures. When I click on an app from the PNA agent, the client that is launched never creates any outbound traffic. When I turn on "Application refresh at program launch", I do see traffic from the manager, so it seems to be isolated to the client that the manager kicks off. Since the same client seems to work with a full session, I would guess it has something to do with the shortened parameter string, but I am not sure...
