it says "When a source is indicated, the example should be marked with a cit element:"
it should be "with a bibl element", as all examples are marked with cit, regardless of whether they have a source.

Agree. We could then extend to "a bibliographic reference" (could be bibl or biblStruct, or ref, if the core sources are described in the header.
