#49 PDF lacks copyleft notice

On a quick search it appears that the document at http://www.tei-c.org/release/doc/tei-p5-doc/en/Guidelines.pdf contains no indication that the TEI Consortium claims copyright of it, nor that it is available under the terms of the GNU General Public License.
