The W3C file tei_all.dtd has been updated this morning and is not valid anymore.
So TEI documents having a DOCTYPE linked to this DTD can\'t be parsed.

--> http://www.tei-c.org/release/xml/tei/custom/schema/dtd/tei_all.dtd
--> A '(' character or an element type is required in the declaration of element type \"content\".
This is happening on line 2720 : <!ELEMENT content (%macro.schemaPattern;)*>

I hope I was clear enough.

    The real problem is on line 1931:
    <!ENTITY % macro.anyXML '' >
    should be:
    <!ENTITY % macro.anyXML 'ANY' >
