The Core chapter, section 3.3.3, contains this:

The introductory text says that the example will contain a pointer, but it doesn't. It's not really clear whether the intent was to use a <ptr> tag, but either the text or the example needs to be changed.
But it doesn't say "ptr", it says "pointer", and that term is used throughout the chapter synonymously with "cross reference", so I don't agree that this is really an error, But we could change it to "cross reference" if you like. Changing "attached to" to "associated with" might be good too.
I've made that change in rev 10299. I still think there is a need for something in this chapter to explain an exemplify linking between quotations and references as discussed in this thread on tei-l:
