Dear Stefan,

in the case you use the SVN version, you should be also able to get the list of ids via the "Traffic Lights Value Retrieval" command, see http://apps.sourceforge.net/mediawiki/sumo/index.php?title=TraCI#Traffic_Lights_Value_Retrieval.
