[sdcc-devel] makefiles should use install not copy for *.exe files

The cygwin install program seems to know how to add a .exe on end
of a target when installing it.  At least the install -s for the
compiler did not have a .exe on it but got copied correctly.  I
think this would be a better way to handle the *nix vs win* problem
for the sim executables.
