Hello Randy, On first impression I think the CCDEBUGGER is only supported by the IAR-tools for In-System-Debugging. For Flash-downloading only you can also use the TI Flash Programmer software. If you are willing to invest the time however you can implement your own debugger as the debug protocol is fully described in the user manual. Also note that SDCC is not binary compatible with IAR and thus it will require intermediate assembly to call functions in the IAR BLE library.
