Never mind, I found the problem. I did not start timer/counter 2.
All it needed was a SETBIT(T2CON,BIT2) in the setup_comms() function.
It seems that the Serial downloader already starts timer2 for the
download to start, then when I do a reset, it needs to be started
explicitly.

I would like to thank everybody who ook the time to peer through my
code.
