The compiler fails on tclmy.h so it seems to me that it cannot find the 
headers of tcl/tk package.
I have never compiled scid on windows, but i think you need the *source 
code* of tcl/tk, not just the compiled binaries.
Hope that someone can give you a more detailed answer.
