#197 Package for Level 3: stat package

This is the tracker item for the proposal for an SBML Level 3 package that enables to encode:

1) hierarchical modelling of parameter values across a population of individuals
levels of uncertainty. E.g. parameter variable over population of cells. Several recording of the cells.
Refers to the data, and put the semantics

2) observation models (relating the output of the model to process generating the experimental data)
e.g. measurement of flueorescence over time, model of GFP over time
conditional probability of experimental data given the model
We have the necessary constructs in the distrib package. But we need the specific placeholders.
We need to list what are the kind of data.

3) prior distributions
