#128 Taurus help widgets

It would be useful to have Qt widgets to display help system.

This feature request proposes to add two widgets:

• HelpBrowser: basic help browser with index, contents and help browser widgets
• AboutDialog: typical about dialog widget

... and one launcher:

• Asssitant: can launch the Qt assistant application with the desired help

The feature request proposes to put this functionality in a submodule called:
taurus.qt.qtgui.help

Also the QtHelp should be added to taurus.external.qt

In the future the TaurusMainWindow and taurusgui could take profit and use this as a predefined help widgets.
