[rox-devel] Updated panel code

I've updated the way the panel deals with icon text internally. This makes
the code a bit simpler and also allows AA fonts with Gtk+ 2.0.

Hopefully it will still work correctly, but let me know of any problems
(panel resizing has caused plenty of problems in the past!).
