It works now.  Config as follows;

Remote rox window - 
'Don't use hostnames' - un-checked
'Drag and Drop' - check 'Copy the files'

Local rox window - 
'Don't use hostnames' - un-checked
'Drag and Drop' - check 'Copy the files'
