Perhaps it's simply a matter of taste. I have no problem with the panel being covered under certain circumstances such as max'ed windows. However, I don't think it should be covered when simply opening a window or child window. It is however, something I've gotten used to as I've used ROX a long time. The web > site lists 2, one works with version 1 it seems and the other is a > dead link. I think you might want to check out the XFCE4 system which really coordinates well with ROX-Filer. It's taskbar is pretty functional. Alternately, you can still use the Gnome panel and it's applets including the taskbar. The overhead may be a bit more but for some, it's worth it.
