I've not seen a tutorial on this in particular, but I assume the problem
you're asking about is how to include the .tac files?  Py2exe will do
dependency analysis and should find Twisted.  If it doesn't you can
always explicitly include it.  When doing a normal distutils
distribution you could use the data_files argument to include the .tac
files that exist in your Python packages (assuming that's where they
live).  However, we've run into the problem that py2exe doesn't respect
the data_files argument, so we've had to write some path manipulation
code so our code can find ZCML files we include.

I'm not familiar with .tac at all -- are they imported by Python or
specified as data file names?  Have you tried writing a simple py2exe
script that specifies the packages your app includes?  That might be a
first step -- see what doesn't work and go from there.
