It does mean: Applications using 'tkinter' do only work with a minimum bundle_files option of 2. Please change the bundle_files option and try again. I'll fix this in the sources; in the meantime please try with bundle_files set to 2 instead of 1. See also http://sourceforge.net/p/py2exe/bugs/134/ for the same bug reported by another user.
