We have no evidence now that AC_F77_LIBRARY_LDFLAGS does anything positive on any platform (despite the documentation saying different). It may eventually be essential, but that time does not appear to be here yet either for Linux (where it is either neutral or bad) or Mac OS X (where it is currently all bad). So let's only enable it for those platforms where there is a proved need. For example, if OSF1 testing shows some fortran problems we should try AC_F77_LIBRARY_LDFLAGS for that platform, and if it makes a positive difference we should enable it for that platform, but not before. Similarly for AIX, IRIX, HPUX or whatever our Unix/fortran testers come up with in the next few weeks. In sum it is an on-going difficult situation where the rules may change from time to time on various platforms, but we just have to keep track of the situation and only change over to AC_F77_LIBRARY_LDFLAGS for a particular platform when we are forced to do so.
