Not unless and until it gets better supported by distributions.  I just
checked Ubuntu dapper packages (which is also effectively a search of Debian
unstable), and I can find no sign of it there.  Just the older Numeric
(which confusingly was called numpy originally which is quite different from
the modern NumPy) and NumArray.
