I can now replicate that warning here, and I agree it is a docbook2x deficiency to use US-ASCII for the encoding rather than something recognizable by editors. However, I have decided not to take action on this issue based on the principle of making as conservative workarounds for docbook2x deficiencies as possible and because these generated info files are generally used by the info command rather than edited by hand. Of course, if you are hand editing these generated files in any case you can always change US-ASCII to an encoding that is recognized by your editor before outputting the result.
