I have just committed an update to our CBS that should allow everybody to configure, build, and install libtclmatrix(d) and libplplottcltk(d). This should happen by default (unless you specify -DENABLE_tcl=OFF), and I am getting no obvious build or install errors with these libraries on my Debian stable platform. Please let me know whether there are any build or install issues for these libraries on the platforms you have access to. The libraries are a substantial chunk of the Tcl/Tk CBS work, but to complete that work there are some Tcl scripts that have to be configured and installed, the Tk-related devices need to be configured, built, and installed, and there are both Tcl and Tk examples that need to be installed and tested.
