We originally intented to remove the vector map functionality from the map interface and replace with the geos based vectormap interface. However we ended up leaving the existing interface alone to keep some compatibility. It is possible that the driver was disabled during the replace train of thought and not re-enabled when that changed...apologies if this was the case, If you are planning on doing a lot of work (including some coding) with vector maps I would suggest checking out the new vectormap interface from CVS. It is based on the open geospatial consortium's simple geospatial data types and so has a number of additional features (and works easily with quite a few vector data libraries). If you just want simple line segments then the map interface should be fine.
