While not specifically geared towards bug tracking for software
projects, perhaps Open Ticket Request System (OTRS, http://www.otrs.org)
would perhaps be an alternative; it is an open source project.

But it does not seem opensource, it seems that I can only download a
30-days=20
evaluation copy.
