What this message means is that videodev.h is present on your system but wont build without some other include that it cannot find. if you make a file like #include <linux/videodev.h> int main(void) {return 0;} and compile it will gcc with no flags (gcc testfile.c). You should get an error about not being able to find an include. Can you please post the error that results, if there is no error then it is a different problem, but lets isolate this one first...
