- Adding max_connect_ to TCP to specify the number of times a SYN packet
will be retransmitted.  From a suggestion from Lloyd Wood.
Reference: Lloyd Wood et al., "TCP's Protocol Radius: the Distance
Where Timers Prevent Communication", September 2007.
- By default, "max_connect_" is set to five, to allow five retransmissions
of the SYN packet before giving up.
- Validation tests in ./test-all-ecn-ack.
