Short answer: yes, you should either enable on all devices and run "netdisco -r yourcentraldevice", or make a "netdisco -d <device>" for each device you wish to add. Long answer: HP use either CDP (a cisco neighbor protocol) or LLDP (a standard neighbor protocol), depending on sw release. Latest HP devices use only LLDP, very old (say, 4000 series) use CDP, somewhere in between they support both. There is a chance that, if you have both old and new devices, they don't talk same neighbor protocol. Netdisco support both :-), but I'm not good enough knowledge on internals to tell you how protocols are selected between devices.
