Yes there is multiple bugs reported on 13.10, I suspect this is native implement of swt causing issues, I am glad you found a workaround. I can try to update platform packages but I don't have linux to text it

I am trying to install 1.2.10.1 on Ubuntu 13.10. Currently it is crashing when I get to the Update screen. I'm unable to select 1.2.10.8 to update, and the entire screen becomes unresponsive. I can only close out with the 'X' button for the main window.
I had the Eclipse bug with submenus, and was able to fix it according to the instructions someone posted on the official Ubuntu bug log:
Unfortunatly, this hasn't fixed Magic Assistant, and it still crashes.
Is there any way to load Magic Assistant from within the Eclipse application? If not, is there any way to somehow add in the eclipse.desktop line of "Exec=env UBUNTU_MENUPROXY= eclipse" to allow this workaround? Is there a way to update a settings file so it runs Eclipse with this Exec variable?

This is not solved yet.
I see menues, but when I click them, I don't get a dropdown list.
I still need to use the workaround to have working menues.
