The last step is to add the /bin subdirectory of MinGW installation to your PATH (the procedure
for doing this varies based on the operating system version you are using). Remember to place
MinGW ahead of Cygwin in your PATH if applicable (see the FAQ for more detail).
The problem is that it worked with me (running MinGW 1_0_1-20010726) only after I also added the
root MinGW directory (d:\mingw\) to my path. So, I guess this is an error in the documentation?

After I reinstalled MinGW, it all worked rightaway. In the first installation, I appeared to miss parts of the
mingw32 subdirectory. Sorry.
