Hi there,
When I try to download the setup file from http://sourceforge.net/projects/mingw/files/latest/download?source=files I am redirected to a page that says:

Download Forbidden

We cannot send this file to your location. Please visit our our T7 page

I live in Iran and I know this is because of sanctions against Iran. But according to sourceforge (https://sourceforge.net/blog/some-good-news-sourceforge-removes-blanket-blocking/) individual projects can disable this feature.

Now, is it possible for the administrators of this project to disable the block?

    Unfortunately, no. The block is activated for all projects which distribute products which support encryption technologies; ours does, in the shape of SSH/SSL. While we, personally, may consider this US bureaucracy to be offensive, we aren't prepared to lie about it.

    All I can suggest is that you try to connect via Tor, to mask your locality.
