Downloaded latest installer from SF, ran it and the Details box gave me:

Same problem here.
Since yesterday I'm trying to get MinGW Up & running and I run into all sorts of problems resulting in a non-functional installation.
Plenty of errors about not being able to unpack files.
This is now my 5th attempt today and now I also get that issue "mingw-get-0.dll: DLL load failed; cannot run setup hooks"

The most likely cause of this is down to poor quality of your internet connection; there's really nothing we can do to help you to rectify that.
I cannot reproduce this, and I have installed MinGW from scratch, using mingw-get-setup.exe, literally dozens (if not hundreds) of times; apart from the rare failed download, due to transient network outages, each installation has generally been entirely successful and trouble-free.
While there really isn't much I can do about your flaky internet connection, I will offer one piece of advice: if you have corrupt (or only partially complete) archives already downloaded, you need to remove them from
$MINGW_ROOT/var/cache/mingw-get/packages
, (where$MINGW_ROOT
represents your choice of installation directory), before you try to repeat a failed installation.
