For some reason, MinGW doesn't implement wincodec. Is it because of licensing issues? If possible, please try to implement this

    The reason would be the interest of someone to submit a patch that we could use to incorporate it into MinGW. The patch(es) would need to be documented as to where to find the publicly available information especially from Microsoft.com. If it is publicly documented by Microsoft the patch supplier can use that information to create the patches.
