#303 Planetary factions / subfactions

I'd like a way to handle districts/regions in planetary data, i.e. Faction: Lyran Commonwealth and then Tamar Pact. The planet should show the faction colors but also display that the planet is part of the Tamar Pact or the Isle of Skye, etc. It should also go down at least 2 levels.

I.e. Lyran Commonwealth, Tamar Pact, Tamar Domains
