The only options available are pain resistance and tactical genius, no other options are available. They should be able to purchase other special abilities just like BA infantry, but the options just don't show up for some reason.

Did you bother to check the SPA requirements in the options menu? Infantry small arms is normally not a used skill as far as SPA requirements are concerned.
