In the save you can see that the admin/logistics and transport personnel have the negotiation skill but they are unable to renegotiate the contract terms. The renegotiate button only appears next month even though they have the negotiation skill now.

    Did they just get the skill? Did you advance a day? If you GM Generate a new contract it will (I just checked) show the negotiation button, though why it requires the skill I don't know..

    The contract was generated before they got the skill, advancing a day doesnt seem to make a difference. The problem seems to be that the contracts only check for the negotiation skill once (at generation) so it will never update negotiation options if negotiation skills are improved later that month (when the contract is still available).

    Negotiating a contract term also can give you terms worse than the current terms which shouldnt be possible. Its also not possible to renegotiate salvage (the button never appears).

    The number of rerolls was set when the contract was created. I debated whether it was worth the trouble of changing it, since the notion of sudden gain in ability resulting from the game mechanics is somewhat artificial (does the admin's negotiation skill really improve 50% on the 11th of the month?). But it is also possible to lose an admin during the month and thus the ability to renegotiate, which convinced me to rework it.

    It should definitely be possible to come out of a negotiation in worse condition than when you went in. If it were only possible to improve, there would be no reason not to use your rerolls. Instead you need to weigh the potential for improvement against the possibility of ending off worse than when you started.
