You'll have to be more specific about how you got to this situation. Were you building a new unit from scratch? Were you loading an already existing unit?
There's probably a bug here, but I can't reproduce it. There is a validity check that checks for non-standard ammo and it will mark artemis-capable ammo as invalid if there's no Artemis FCS, which is correct. It's possible that the artemis isn't properly linked to the LRM, which would make the message correct.
