As title... if you click on an adjacent hex it doesn't work. If you click 2 hexes or more out it does. It has been a bug for the last 2+ years or so afaik. It just really got on my nerves today.
The more I mess with it... discretely... the more I see that many many clicks and focus problems exist. From clicking on a target, to torso twist, to turning after a jump. Lots of clicks are being lost.

What I have seen is that if you click on a "label" for instance the Hex Number nothing happens and the click is lost.
In the attached file the Blackjack couldn't move when I clicked the Hex Labels 1231 to 1233. It couldn't move when I clicked in the region of the Saladin's label. It could move if I clicked in the Scimitar's label in hex 1231.
When firing the same thing occurs and I am nearly certain that the TH Mod label and Hex Range label also absorb clicks.
Also happens when you jump and want to change facing.
Only when UnitDisplay has focus for the jumping.

I'm having a hard time reproducing this issue. I've also had Hammer try in Windows 10.
Yeah, I'm having no luck reproducing it.
