Initial Comment:
(%i4)  hgfred([3/2,-2],[5/2],-x);
(%o4) 8*jacobi_p(2,3/2,-3,2*x+1)/35

This can be further simplified:

(%i5) ev(%),nouns;
(%o5) 3*x^2/7+6*x/5+1

The problem is that we use an unsimplified Jacobi P noun form for the result in the routine 2f1polys.
