Bert, Another way to do this would be to use 2 Context models in config, sharing the same MapContainerId, both have a MapPane widget, but only one has the LayerControl widget. I tried doing that a while and it pretty much worked right away but there were some issues - forget what they are right now - but in principle that should work. I had planned on adding a <loadHidden>true|false</loadHidden> property for MapPane in config, this would prevent loading of hidden layers when the context is loaded, but that introduces some other possible problems.
