That should definitely work from 1.1 onwards - it was a feature introduced in 1.1rc1 according to the CHANGES.txt. I've just tried it out and it certainly works on our copy of MailManager. The relevant code is in Ticket.py, in Ticket::changeDetails(), on line 381. If the assigned user has changed, and notify_agent[1] is set on the account, it will notify the agent of a change in assignment. If it's still not working for you, can you please submit a bug report through the tracker with steps to reproduce it and I'll take a look at it tomorrow morning.
