Study chapters 5, 8, and 9 in the USB 2.0 spec here: http://www.usb.org/developers/docs/usb_20_101111.zip Then you will be equipped to try to make sense of the HID class spec: http://www.usb.org/developers/devclass_docs/HID1_11.pdf (I say try, because I find it significantly more difficult to parse than any other USB related document.)
