Personally, I thought it was because SNES is very Petsc-specific ...
and the LinearSolver class was designed to be an interface to multiple
concrete implementations (PETSc, LasPack, yeah that's basically it so
far) ;)  

We try to pretend that LibMesh doesn't require PETSc (when developing)
even though it really does if you want to solve any kind of practical
application.
