Not me (so maybe Daniel). I found the function quite handy to quickly
prepare a linear mesh for use with higher order elements (mostly prior 
to actual computations). Apparently I have not used all_second_order()
in a (debug) parallel run so far, but the assert in the code seems
unnecessary.
