I should follow up by mentioning that since JPEG 7 provides a JPEG 6b compatible API, that if JPEG 7 incorporates the ability to be installed as an adjunct 12-bit library that it is possible for a library or application to use JPEG 6b for 8-bit JPEG and JPEG 7 for 12-bit JPEG.
