Those will wrap around on overflow, so if you run a single instance long enough you'll get vertices with negative indices, but everything should still work. Hypothetically if you have extremely long-lived vertices, you could try to assign two vertices the same ID once you've gone through all 4B possible values for an int. In practice this seems unlikely.
