Initial Comment:
The XYStepRenderer class derives from XYLineAndShapeRenderer which needs two passes to render the data. The XYStepRenderer however needs only one pass but doesn't override the method getPassCount().

IMHO the following method should be added to the XYStepRenderer class:

    public int getPassCount()
    {
        return 1;
    }

Good spot.  For the fix, I'll actually retain the 2 steps and draw the item
labels in the second step (right now, they can get partially overwritten by
the line connecting to the next point - so it is better to draw the labels
in the second pass).  But I'll have to come back to that later...
