After you have committed your changes you must tag it with a good name related to the plugin name + version number. After that, open the .props file for that plugin and run the "Create plugin announcement" macro which generates a nice starting point for your post to the plugin submissions tracker.
Once the ticket is created, your job is done, and someone else is supposed to do the building and releasing of the thing onto plugin manager.
