#1806 HelpServer: Remove the /plugins/ prefix in URL for plugin docs

HelpServer currently has all plugin docs under /plugins in the URL, but that breaks the HTML documentation hyperlinks that look like this:

ClangCompletion will check the syntax every time you
save your c, c++ or objc buffer.
You can disable this from Plugin Options - ClangCompletion.
It will show errors in the ErrorList.

if the /JarFile.jar~/ was permitted to be under the top level of the URL, that would fix these links.
