#294 web search and fetch plugins

The addition of IEEExplore search makes me dream about
a general library of plugins to search and retrieve
references from various sources: either free
(university or national libraries as the Library of
Congress) or restricted (Science Direct, PsychInfo,
etc.) if one has access to it. The idea would be that
an even larger community could contribute to this library.

And congratulations for version 2.1!!

There is talk about introducing a plugin framework. We
already have a suitable interface (in the Java sense) for
easily integrating web search a la IEEExplore search into
the GUI.
